执法这个词因为听得太多，有时候反而忽略了它的本来含义。按理论来讲，政府的任何行为都应该是法律条文的具体体现，也就是法律执行，施行法律，所以英语是 law enforcement。然后是立法、司法，基本上就是这三大块，都和法律紧密相连。很多人经常误以为法院、检察院也属于政府，其实理论上并不是。
