    An important step has been taken by the Chinese government in improving the quality of judges, lawyers and procurators when the Uniform National Judicial Examination was established. More than 310,000 candidates sat for the first examination in March last year, and approximately 24,000 candidates were successful.

    The legal profession in China is developing rapidly. But of the 110,000 mainland lawyers, only about 5,000 possess foreign language skills and are capable of handling international legal practice. Most are from large cities such as Beijing and Shanghai. It is not easy to find lawyers who are able to provide legal services on foreign-related business, in small and medium-sized cities.

    We will strive to promote judicial system reform. A socialist judicial system must guarantee fairness and justice in society. In accordance with the requirements of judicial justice and strict law enforcement, we should improve the setups of judicial organs, the delimitation of their functions and powers, as well as their management systems so as to form a sound judicial system featuring clearly specified powers and responsibilities, mutual coordination and restraint and highly efficient operation. We should institutionally ensure that judicial and procuratorial organs are in a position to exercise adjudicative and procuratorial powers independently and impartially according to law. We should improve judicial proceedings and protect the legitimate rights and interests of citizens and legal persons. We should solve the problem of difficult enforcement of judgments. We should reform the working mechanisms of judicial organs and the management system of their human, financial and material resources as well as gradually separate judicial adjudication and procuratorial work from administrative affairs. We will tighten supervision over judicial work and punish corruption in this field. We will build a contingent of judicial personnel who are politically steadfast and professionally competent, have a fine style of work and enforce laws impartially.
